I wondered about the stripes myself - assumed they were part of the electronic process - the camera was set on auto and there wasn't much light, so the exposures would have been fairly long.
Shooting fireworks on a tripod produces a similar result, although purely mechanical. There's a tremor in the tripod from the shock wave that can show up as a concentric wiggle in the starburst.
The diagonal blur is sloppiness/sleepyness on my part - it seems I dragged a spot-removal tool through the "cylinder" :-/
Roll out the barrel, you've had a barrel of fun. Pity the poor ferry captain coming in for a landing.
